The attack on Maiduguri coincided with a visit by Secretary of State John Kerry to Nigeria’s commercial capital, Lagos, for meetings with President Goodluck Jonathan and his challenger in the coming presidential election, Muhammadu Buhari, a retired general. Mr. Kerry was expected to focus in part on the Boko Haram threat amid mounting friction between the United States and Nigeria over how best to deal it....

After a meeting with his British counterpart, earlier this month, Mr. Kerry said that the attacks by Boko Haram constituted war crimes and asserted that the United States was planning a “special initiative” to counter the group. But Mr. Kerry has not provided details of what that initiative is, when it might be undertaken or how the cooperation between the American and Nigerian militaries might be improved.

Just about anyone who has had the good will to try to do Nigeria a favor has been played for a sucker. Now that they've managed to set themselves on fire there aren't many willing to put them out.

This is not the first existential problem Nigeria has had. It has sorted out most of them on its own. The Biafran war was in its way a most unlikely victory for the Nigerian state, if one is prone to see all problems there as tribal and ethnic, and the state as basically incompetent. They do have it in them to not be helpless, if they are motivated.
I expect that if Boko Haram becomes a real threat to the unified state, as the Ibo's were (being as they were sitting on the oil), the leadership will emerge to run a properly brutal war of reconquest in the Nigerian North.
The Boko's have been sliding by, so far, because they have been making trouble in obscure and economically uninteresting places.
As for the US - there is very little of value the US can do in Nigeria. Unless the Nigerians can be convinced to have their military directly commanded by US officers, old colonialist style, in order to patch over their corruption and trust issues, which is most unlikely. They will have to figure those out themselves.
BTW, the US would probably have done better, militarily, in Iraq to set up sepoy-style units as in the old British Indian army. These could have turned into reliable institutions and served as a long term guarantee of good behavior among the ethnicities. If the Sunnis felt put upon they would have a viable way to appeal above the heads of the Shiite central government, and not have feared being at their mercy. Not done because it would mean the US turning into a long term direct player in Iraqi politics.

We in the US have been blessed in having a functional military for basically our whole history. We tend to forget, that historically speaking, armies that are nothing but workfare for the rulers' cronies are very common. These are the armies that implode & cut & run when faced with an opponent that puts up more fight than unarmed civilians. Nigeria seems to have such an army. Iraq clearly does, since it took only about 350 ISIS troops to take Mosul.

While I lay awake in bed before falling asleep, I often listen to BBC World News. It has lots of African coverage & interviews lots of African politicians. It's easy to tell when the African politicians are lying, because if they can talk, then they are still breathing. Seriously, they are most outrageous liars on the planet. If they are challenged on their lies, they'll just say "Well, so?" & go on to the next lie.

Nigeria is well armed, at least for this sort of war, and moreover has the cash flow to re-arm itself as required. They also have all the manpower they will ever need. Its all a matter of leadership, will and organization. There is quite a lot of talent available too.
I don't see why they would require US aid to deal with this problem.

When I was in college, say 1963-64 or thereabouts, I took some courses on Imperialism and on post-colonialism in Africa. This was, if you recall your history or are old enough to remember the era, pretty much at the end of colonialism in Africa (southern Rhodesia and South Africa were still white-ruled, of course, but by and large it was Africa for the Africans).

All the really smart people -- that is, my professors and the writers of the books that my professors assigned -- were optimistic about the future of Africa in the new era of self-rule, and in particular about the future of Nigeria. Although other African nations might struggle to achieve stable democratic governments, Nigeria would do so with little muss and fuss.

And do you know why? Because about a third of Nigerians were Muslims, and they were ruled by kings and princes and sheiks, who were naturally conservative and would balance the radical elements and assure a moderate approach by the government.

Worked out just as they predicted, didn't it?

I caught Bill and Melinda Gates being interviewed on CSPAN, talking about the public health and education efforts they are funding in Africa. Very matter of factly Bill Gates mentioned that Africa, as a continent, has about 50% of its population involved in agriculture, yet they need to import food from a country in which less than 2% of the population is able to feed the entire country and then export to feed the rest of the world. It was a very impressive way to express the gap between what is possible and what is practiced in different parts of the world. Their plans seem sensible, until you realize they make no mention of phenomenon like Boko Haram, who just might destroy schools and other technology and public health infrastructure as fast as Gates can build them.

No, its just the latest episode in 400 years of intermittent Muslim-Christian war in those parts.

Anytime a Muslim population is adjacent to a Christian one some such situation is the result. As they become everyone's neighbors we will all be in the same position.

In Nigeria its another ancient habit of Muslim societies, a fundamentalist jihad against other Muslims (nearly all of Boko's recent victims seem to be Muslim). Its the same thing as the Mahdi's and Mad Mullahs that are always popping up somewhere. Its a very frequent historical pattern in Muslim societies. The modern Saudi dynasty is the result of the acts of an 18th century Mad Mullah. Modern trade travel and communications just serve to make all this an international problem.
